Ministry of Foreign Affairs (MOFA) Attestation

Procedure:

All original documents requiring attestation or Apostille must first be authenticated by the designated agencies in the State where the document was issued. For personal documents, the Home Department or General Administration Department (GAD) is responsible for this authentication. For educational documents, they must first be authenticated by the Education Department of the respective State Government or Union Territory.

The Ministry of External Affairs (MEA) attests documents based on the signature of the designated authorities of the State Government, Union Territory, or Chambers of Commerce. However, the MEA does not assume responsibility for the content of the documents. The details of the Regional Authentication Centres (RACs) in each State/UT, where the documents must first be authenticated, are provided below.

Commercial Documents: Commercial Documents are to be pre-authenticated by the respective Chambers of Commerce before these can be attested by the Ministry of External Affairs.

Apostille: India is a member of the Hague Convention of October 5, 1961, which abolished the requirement for the legalization of foreign public documents. Apostille is accepted in 98 member countries of the Convention (for a full list, visit the HCCH website: www.hcch.net). Apostille services are provided for personal documents such as birth, death, and marriage certificates, affidavits, power of attorney, and educational documents including degrees, diplomas, and matriculation and secondary level certificates.

Documents required for Educational/Personal certificate attestation for MEA Attestation:
Only original documents that have been duly authenticated by the designated authorities of the respective State Governments are eligible for Apostille by the Ministry of External Affairs. The Apostille is affixed on the reverse side of the original document. Applicants are required to submit the necessary documents and fees for the Apostille process.
